This TMDL e-Library accompanies Creating Successful TMDLs . . . A NACWA Handbook (© NACWA, 2004). Creating Successful TMDLs discusses current developments in this important Clean Water Act (CWA) program and their impacts on publicly owned treatment works (POTWs) including: the scientific underpinnings of TMDLs, the process for and timing of involving other point sources and nonpoint sources, the assignment of wasteload allocations to POTWs, and regulatory, legal, and policy developments in the TMDL arena.
