The Obama Administration released its FY2016 Budget request today which proposes $333 million in cuts to the Clean Water State Revolving Fund (CWSRF) and a $279 million increase to the Drinking Water State Revolving Fund (DWSRF). The Budget proposes funding the CWSRF and DWSRF at $1.118 billion and $1.186 billion respectively. The Administration is also requesting $50 million for technical assistance, training, and other efforts to enhance the capacity of communities and states to plan and finance drinking water and wastewater infrastructure improvements, of which $5 million would be for administering the Water Infrastructure Finance and Innovation Act (WIFIA). Overall, the budget request proposes $8.6 billion for the Environmental Protection Agency (EPA), $460 million more than the $8.14 billion Congress appropriated to the Agency for FY2015. Below is a chart that compares FY2016 proposed discretionary spending levels for EPA's water programs with passed FY2015 levels.
