The National Association of Clean Water Agencies (NACWA) applauds the Obama Administration for its continued leadership and commitment to clean and safe water in the United States as reflected in the Administration’s fiscal year 2011 budget request- including $10 billion for the Environmental Protection Agency (EPA), $2 billion for the Clean Water State Revolving Fund (CWSRF)and $1.28 billion for the Drinking Water State Revolving fund.

The $2 billion requested by President Obama for the CWSRF ($400 million less than FY10 request) also incorporates provisions similar to those NACWA fought hard to include in the SRF program as part of the American Recovery and Reinvestment Act of 2009.  This includes the requirement that 30 percent of a state’s SRF funds be provided in the form of forgiveness of principal, negative interest loans, or grants and that 20 percent of a state’s funds be made available for green reserve projects that promote green infrastructure, water or energy efficiency improvements or other environmentally friendly activities.  NACWA is pleased to see the continuation of these programs in the President’s fiscal year 2011 budget.

NACWA will work to increase these funding levels when the House and Senate begin their deliberations on the President’s budget later this year.  NACWA will also continue working to build support for a sustainable source of long-term funding through the creation of a dedicated trust fund for wastewater and water infrastructure projects.
