With the FY17 Appropriations cycle underway, letters are circulating on Capitol Hill in support of the FY17 Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF). The Administration has requested a $414 million cut to the CWSRF in its FY17 budget: NACWA members are urged to call their Members of Congress NOW to ask them to sign-on to these letters and demonstrate their support for CWSRF and DWSRF funding! A bipartisan Senate letter is circulating requesting robust funding for both SRFs at no less than the FY 2016 funding level. The letter is being led by Senators Jack Reed (D-RI), Michael Crapo (R-ID), and Ben Cardin (D-MD). This request is important in light of the drastic cut to the CWSRF proposed by the Administration this year—a proposed drop from the $1.394 billion appropriated in FY16 to $979.5 million in FY17. A copy of the text and list of Senators who have already signed onto the letter can be viewed here. The deadline for Senators to sign onto this letter is Wednesday, March 2nd, COB. In the House, Democratic leadership on the Transportation & Infrastructure and Energy & Commerce Committees is circulating a letter requesting a minimum of $2 billion for the CWSRF and $2 billion for the DWSRF in FY17. A copy of the text can be viewed here. Leaders are urging stakeholders to begin contacting their Representatives today to encourage them to sign onto this letter. Given the timeliness of this process, calls are most effective. You can reach the United States Capitol switchboard at (202) 224-3121. A switchboard operator will connect you directly with the Senate or House office you request. Please contact Kristina Surfus at This e-mail address is being protected from spambots.
