Subject: FORMATION OF JOINT LEGISLATIVE AND REGULATORY POLICY COMMITTEE

At its meeting in July, the NACWA Board of Directors, based on recommendations from the Executive Committee and NACWA staff, voted to combine the Association’s Legislative Policy and Regulatory Policy Committees into a single Legislative & Regulatory Policy Committee (Policy Committee).  Recognizing that the work of all of NACWA’s Standing Committees involves both legislative and regulatory components, the Board took action to form a single policy committee that will guide the Association on policy matters.

This Member Update provides a brief overview of the leadership, membership and roles of the new, combined committee.

Policy Committee Leadership and Role

The new Policy Committee will be chaired by a Board Member and have two Vice Chairs, focusing on legislative and regulatory issues, respectively.  Suzanne Goss, NACWA President, has appointed the following members as the leaders of this new committee:

Chair – Charles Logue, Renewable Water Resources, Greenville, South Carolina
Legislative Vice Chair – Sharon Green, Sanitation Districts of Los Angeles County, California
Regulatory Vice Chair – Elizabeth Toot-Levy, Northeast Ohio Regional Sewer District, Ohio

The role of the Policy Committee is to develop policy goals, positions and priorities that are consistent with the Association’s Strategic Plan and to implement the Association’s legislative and regulatory  programs, ensuring that Association’s positions are timely, effectively communicated and widely-distributed.  The Policy Committee also supports the Association’s current and pending initiatives through the integration of all Standing Committee activities and facilitates the allocation of resources from the Association’s Targeted Action Fund.

Policy Committee Membership

The membership of the Policy Committee will be comprised of the Chairs, Co-Chairs, and Vice Chairs of the Association’s Standing Committees and the Chairs of NACWA’s Workgroups.  This membership structure is identical to the old Regulatory Policy Committee. If you were previously a member of the Legislative Policy Committee, please note that the new Policy Committee meetings (both in-person and conference call) will be open to participation from all interested members and affiliates. We welcome and value your continued input into the development of our policy agenda.

Next Steps

The Policy Committee leadership will be meeting regularly between now and the next scheduled meeting of the Policy Committee during NACWA’s 2013 Winter Conference in February 2013 to discuss meeting format, the need for regular conference call meetings throughout the year, and how to best establish regular communication with the Standing Committees.
