ulius Ciaccia was elected NACWA President for 2013-2014
by the Association’s Board of Directors on July 16. Ciaccia is
the Executive Director of the Northeast Ohio Regional Sewer
District in Cleveland and has had a distinguished career within
the water sector. Also elected were the following NACWA officers:
Vice President, Karen Pallansch, Chief Executive Officer, Alexandria
Renew Enterprises, Va.; Treasurer, Adel Hagekhalil, Assistant
Director, Los Angeles Bureau of Sanitation, Calif.; and, Secretary,
Ray Marshall, Executive Director, Narragansett Bay Commission,
R.I. The Association expresses its sincere appreciation to outgo-
ing President, Suzanne Goss, Legislative Affairs Specialist for JEA
(Electric, Water & Sewer), Fla. for her dedicated leadership over the
past year.
NACWA Welcomes New Board Members
During the Annual Association Business Meeting, also on July
16, NACWA’s membership elected four individuals as new mem-
bers of its Board of Directors. John P. Sullivan, Chief Engineer,
Boston Water & Sewer Commission, Mass. was elected to repre-
sent Region 1. Region 2’s representation on the Board will now
include Andy Kricun, Executive Director/Chief Engineer, Camden
County Municipal Utilities Authority, N.J.; Mark Sanchez, Executive
Director, Albuquerque-Bernalillo County Water Utility Authority,
N.M. was elected to join the representatives from Region 6; and,
Region 7 welcomes Terry Leeds, Director, Kansas City Water
Services, Mo.
The following board members were re-elected or appointed to
new terms: Howard Neukrug, Commissioner, Philadelphia Water
Department, Pa. (Region 3), Suzanne Goss, Legislative Affairs
Specialist, JEA (Electric, Water & Sewer), Fla., and Charles Logue,
Director of Technical Services, Renewable Water Resources, S.C.
(Region 4); James ‘Tony’ Parrott, Executive Director, Metropolitan
Sewer District of Greater Cincinnati, Ohio (Region 5); and David St.
Pierre, Executive Director, Metropolitan Water Reclamation District
of Greater Chicago, Ill. (At-Large).
NACWA congratulates its new and re-elected Board Members and
extends its thanks and appreciation to its outgoing Board members
for their committed service to the Association. Those leaving the
NACWA Board are Michael Hornbrook, Chief Operating Officer,
Massachusetts Water Resources Authority, Mass. (Region 1); Kevin
Aiello, Environmental Quality Administrator, Middlesex County
Utilities Authority, N.J. (Region 2); and, Patricia Cleveland, Assistant
Regional Manager, Trinity River Authority of Texas (Region 6).
Board Actions Include FY 2014 Budgets,
TAF Projects
In other action NACWA’s Board of Directors voted to approve the
FY
2014 Association Business Plan
which sets out the goals, objectives,
strategies and actions for the upcoming fiscal year starting October
1, 2013. The Board also approved the FY 2014 General Fund budget,
as well as the Targeted Action Fund (TAF) budget, ensuring both a
solid financial and programmatic path forward for the Association.
At their July meeting, the Board also took action on several key
Targeted Action Fund (TAF) requests to help ensure successful advo-
cacy efforts in several priority areas. Three TAF projects, including
two in the water-energy nexus arena, were approved. The first is a
collaborative project with the Water Environment Federation (WEF)
and the Water Environment Research Foundation (WERF) to ana-
lyze the energy production capacity of clean water agencies relative
to other clean energy producers (see related article this issue). The
Board also approved TAF support for the WEF-managed website,
, which presents the results of a nationwide survey
regarding biogas production and use at clean water agencies. The
data will help inform NACWA advocacy efforts in the energy arena.
Also receiving the Board’s support was NACWA’s ongoing involve-
ment in the Mississippi River nutrient litigation – and funds, in col-
laboration with a number of D.C.-based organizations and associa-
tions, for a D.C. premiere of the TAF-supported
Water Blues, Green
Solutions
public broadcasting documentary. The documentary spot-
lights the growing role of green infrastructure in water management

Board will next meet in November in San Antonio,
Texas.
