Tim Houghton has served as Executive Assistant in the Department of Environmental Services, City and County of Honolulu since its creation on July 1, 1998, and previously served in that role the former Department of Wastewater Management.  As Executive Assistant, among other things, Mr. Houghton is responsible for Department long- range financial planning, asset management, information technology, and human resources programs.

The Department of Environmental Services provides wastewater, solid waste, and storm water services for the City and County of Honolulu which comprises the entire island of Oahu with a population of nearly 900,000 or 72% of the State of Hawaii population.  The Department’s wastewater system is the direct service provider for over 600,000 people through 9 treatment plants, 68 pump stations and over 2,000 miles of pipe treating approximately 115 million gallons per day.  The Department’s capital program for the next five years exceeds $1.5 billion.

Mr. Houghton served as the Deputy Director of the Department of Environmental Services from July 2003 to December 2004.  He has been with the City and County of Honolulu since 1991.

Mr. Houghton has a BA from San Francisco State University and a Master of Science in Systems Management degree from the University of Southern California.
