Making the Case for AffordabilityThe Affordability has been receiving additional media scrutiny as municipalities struggle with competing local priorities and insufficient funds. Diverse publications including Louisville's Courier Journal, the Cape-Cod Times, and the Oregon Associated Press have all featured articles over the past few weeks quoting NACWA on CWA affordability concerns. As the Cape-Cod Times article noted, "The expense is so great that towns might have to carry the debt for 50 years — two generations." As pressure for a new national approach to CWA affordability determinations mounts, NACWA is engaging in a number of efforts with EPA and other key stakeholder groups to provide some relief to the communities and households that public clean water agencies serve.
