Money Matters . . . Making the Case for Affordability

The Affordability has been receiving additional media scrutiny as municipalities struggle with competing local priorities and insufficient funds. Diverse publications including Louisville's Courier Journal, the Cape-Cod Times, and the Oregon Associated Press have all featured articles over the past few weeks quoting NACWA on CWA affordability concerns. As the Cape-Cod Times article noted, "The expense is so great that towns might have to carry the debt for 50 years — two generations." As pressure for a new national approach to CWA affordability determinations mounts, NACWA is engaging in a number of efforts with EPA and other key stakeholder groups to provide some relief to the communities and households that public clean water agencies serve. Among the efforts to be addressed are:

• EPA's efforts to clarify its approach to affordability – and how the Agency is working with NACWA and the U.S. Conference of Mayors to address affordability concerns in the consent decree context.
• The U.S. Conference of Mayor's Six Principles of Affordability – how does this help the municipal community?
• What are some new ways of looking at financial affordability and capability? What are other municipalities doing? How is NACWA working with other organizations?

To help put these complex questions into practical and implementable terms the Seminar will feature Loren Denton, Acting Chief for the Municipal Enforcement Branch at EPA; Fred Andes, Partner with Barnes & Thornburg, LLP; Eric Rothstein, Principal with Galardi Rothstein Group; as well as municipal case studies presented by: Rob Hunter, Commissioner for the City of Atlanta Department of Watershed Management, Ga.; Jeff Eger, General Manager of the Sanitation District No. 1, Ky.; and Mike McGlinchy, Public Utilities Bureau Manager for the City of Akron Public Utilities Bureau, Ohio.
