Chandra Johannesson currently supervises the Industrial Discharge section of the Environmental Services Division of the East Bay Municipal Utility District (EBMUD) located in Oakland, Calif.  The program covers an 88 square mile service area that currently includes several industrial facilities, 24 of which are classified as SIU.  Ms. Johannesson oversees all industrial permitting and enforcement and oversees the Pollution Prevention outreach program.  Prior to supervising the Industrial Discharge program Ms. Johannesson managed EBMUD’s Inflow & Infiltration Control program and oversaw the development and implementation of several wet weather initiatives required by a Federal Stipulated Order.

Before joining EBMUD, Ms. Johannesson worked as a Wastewater Operations Manager for the City of Riverside’s Public Works Department.  Ms. Johannesson oversaw the Regulatory Compliance program, including National Pollutant Discharge Elimination System (NPDES) permitting, water quality, air quality and biosolids quality compliance and managed the onsite environmental sciences laboratory, watershed participation and outreach efforts, and regulatory reporting and negotiation.  Ms. Johannesson also worked for several years at the Orange County Sanitation District in the Environmental Compliance and Monitoring Division on NPDES compliance and water quality issues, separate sewer overflow Waste Discharge Requirements, and developing a watershed outreach program for the District.

Ms. Johannesson completed her undergraduate education at the University of California, Irvine in the field of Environmental Analysis and Design and earned a MS in Environmental Sciences from California State University, Fullerton.  Ms. Johannesson has served as the Government Affairs Committee Chair for the California Water Environment Association (CWEA) and is a member of the Government Affairs Committee for the Water Environment Federation.
