Ricky Clifton, General Manager of Gulf Coast Waste Disposal Authority (GCA), began his tenure with GCA in 1974 at the Bayport Facility as Chief Facility Operator.  Working fulltime he attended college earning his Bachelor of Science in Biology with a concentration in Environmental Science in 1980 from the University of Houston-Clear Lake.

Mr. Clifton took over the Manager position at the Campbell Bayou Facility beginning in 1994; in 2000 he became Manager for the 40-Acre Facility located just a mile down Loop 147 from the Campbell Bayou Facility; in July 2005, he was transferred to the Bayport Facility as Manager; and in 2007 Mr. Clifton was promoted to Manager of Industrial Operations joining the Senior Staff at the Central Office.  In 2009, he was appointed Assistant General Manager of GCA by the Board of Directors, then in 2011 was appointed General Manager.

Mr. Clifton is and has been a working member of several professional organizations; in 2006 he served as President of the Texas Association of Clean Water Agencies (TACWA), he had also served as Vice President and Secretary.  In 2009-2010, Mr. Clifton worked closely as a member of an ad hoc committee appointed by the prior General Manager to work with an outside consultant to develop more efficient methods of planning and executing capital projects. Other professional affiliations include Water Environment Federation, Water Environment Association of Texas, American Water Works Association and he serves on the Board of Directors of Instrument Testing Association and the National Association of Clean Water Agencies.
